This incident caused the temporary closure of the CTA tunnel and the Terminal 3 parking area.

Two more people are now in custody related to a theft at Heathrow Airport in which 21 people sustained injuries by a substance believed to be pepper spray, as stated by law enforcement.

A 24-year-old man, was taken into custody in the Lambeth area on suspicion of theft and assault and a woman, 23 was arrested for suspected conspiring to commit a robbery. They both remain in custody, authorities confirmed.

The arrests follow an investigation into an assault at the multi-storey car park at Terminal 3 on Sunday. Prior to the incident, a pair of female travelers had stolen from them their luggage after getting out of a parking garage elevator.

A toddler aged three was one of the those hurt during the incident. A total of five individuals went to hospital for medical care and were later discharged.

Officers detained a 31-year-old man for suspected robbery and assault close to the scene. He was subsequently released under investigation while inquiries continue.

Authorities were called at about 08:10 GMT following reports of several individuals hurt by an irritating chemical thought to be pepper spray.

The assault - which police said was a standalone incident and not considered terrorism - caused delays to rail services and the partial closure of the Central Terminal Area tunnel and the T3 parking facility for a short time.
