The Former President's Progressive Warning Misses Europe's Real Threat: Technological Decline.

The recent US security policy document offers a flawed assessment of Europe. It claims that open-border policies and what it terms "progressive" agendas pose an grave threat to the continent's identity. However, this argument rests on a fundamental misreading of the reality. The actual challenge facing the EU is not societal but technological and economic backwardness.

A Glaring Economic Divide Separating Europe and the US

Statistics reveal a stark contrast. From 2008 and 2023, American economic output grew by eighty-seven percent, while a mere 13.5% growth for the EU. During this time, EU GDP per capita fell from over three-quarters to just half of the American figure. Remarkably, even Mississippi now has a greater average income than major EU nations like Italy and France.

Today, roughly half of the global 50 largest technology firms are American, while a mere four are from Europe.

The Innovation Shortfall: The Core Question

The growing economic gap is driven by stronger efficiency gains in the United States, fueled by breakthroughs and better use of resources. The landscape of global tech dominance is decidedly American. In the last five decades, hundreds of American startups have scaled into companies valued at over ten billion dollars, versus only fourteen in Europe.

This gap raises a vital question: As the competition for future industries like AI, semiconductors, and quantum computing, where does the EU positioned? Experts widely agree it is largely a contest between two between the United States and China, with European nations starting at a clear handicap.

Root Causes of Europe's Innovation Gap

A number of major reasons account for this innovation chasm.

  • Financing Ecosystem: The US boasts a much more robust and more dynamic system for financing new ventures. The EU still lacks a genuine unified investment market, a factor that limits the growth potential of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper European business. A American entrepreneur can launch a product under one regulatory framework to access a market of hundreds of millions. The EU, despite a bigger population size, is split among twenty-seven different national regimes, creating huge market obstacles.
  • Cultural Attitudes: Views on entrepreneurial failure vary greatly. In some EU nations, business failure was historically met with stigma, whereas in the United States, it is often seen as a valuable lesson.
  • Military Investment: The US benefits from a tightly woven innovation pipeline linking defense and academia. Europe's chronic underinvestment in defense has eroded its ability in breakthrough innovation.

A Path Forward: Grounds for Cautious Optimism

Despite these challenges, there are reasons for hope. Policymakers are increasingly aware of the existential challenge and have started to advance substantial change. Notable reports on European competitiveness and the single market point to the necessity of sweeping changes.

Given appropriate incentives and regulatory reforms, these assets could support far greater degrees of commercial innovation.

Europe still possesses considerable advantages: skilled human capital, top-tier education systems, and world-class labs. Coupled with a vast domestic consumer base and high savings rates, these foundations have the potential to unleash a surge of venture creation.

Importantly, even if Europe does not become the leader in developing cutting-edge technologies, it can still dramatically boost economic output by adopting and adapting innovations from elsewhere.

A Critical Juncture

Europe now faces a critical moment. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, Europe's slide in innovation has been steady. But, if it fails to take bold steps to tackle its deep-seated problems, today's slow erosion could give way to a rapid and permanent loss of global economic relevance.
